I wanted to share some thoughts I’ve been having recently about the idea of a “Universal Basic Income” or UBI that has become an important topic of discussion in the US recently.
This January, a Silicon Valley venture capitalist firm called Y Combinator issued a “Request for Research” to explore the idea of a guaranteed income. [1] In the proposal, the firm requests applications from researchers interested in examining what happens when you give a set of people a basic income for a five-year period. The underlying assumption is that they want to know if people will blow free money on heroin, basically.
Paul Graham, founder of Y Combinator and its “philosopher king” according to the Awl, summarized his interest in the problem of income inequality in an essay called “Economic Inequality”: “when I hear people saying that economic inequality is bad and should be eliminated, I feel rather like a wild animal overhearing a conversation between hunters.” [2] After facing criticism for saying this, Graham removed this language in an updated version of the text. [3] The essay is a gripping read. Graham begins by acknowledging himself as a “manufacturer of income inequality” and “an expert on how to increase income inequality.” Graham strikes me as an important, articulate figure explaining how contemporary robber barons in the early 21st century understand the capitalist system.
So UBI is an idea that’s floating around and it’s no surprise that it’s coming from an economic sector, venture capitalists, who make money by investing in companies which are exploring ways to eliminate jobs on an enormous scale. The idea is emerging at the outset of what bourgeois economists are calling “Industry 4.0.” [5] This fourth industrial revolution (after mechanization, water/steam power; mass production, the assembly line, and electricity, and computers and automation) will involve cyber-physical systems, the “Internet of things” and cloud computing, according to its contemporary prophets. But in addition to the enormous profits capitalists hope to make from this transformation in the foundations of the contemporary economy, they are also recognizing the political problems it might produce, in particular the very real possibility of substantial increases in unemployment as new technology enables companies to eliminate jobs once previously considered untouchable.
Truck driving is an important example of how this transformation might take place. Auto companies, as I’m sure everyone knows, are actively pursuing partnerships with Silicon Valley in order to bring computers into cars. In spite of all evidence of the problems of global warming from carbon-based fuel consumption, these companies are actively pursuing self-driving cars. [6][7][8][9]
The problem with this technology, which relates to truck driving, is that driverless technology is actually extremely expensive. Recently, a company called Otto launched with a view toward migrating the technology for driverless cars to trucks. In an interview I heard on the radio, one of its founders noted the expense associated with driverless technology, something like $50,000. For a consumer vehicle, such technology would effectively more than double the cost of a car. But for a semi-truck, that might only add an additional 33% to a truck that would otherwise cost $150,000 or so. The article cites the public health risk that trucks pose — they account for 5.6 percent of miles driven while causing 9.5 percent of the country’s accidents. The article also notes that driverless technology could allow drivers to nap, allowing the trucks to stop less frequently. But the article also notes that there are over 4 million trucks on the road, transporting over 70 percent of the country’s cargo. Let’s face it: there is a real chance that some ambitious trucking companies will seek to eliminate jobs by implementing this technology. Even that modification — sleeping and never stopping — would eliminate jobs. Initially developed as a palliative to long, lone commutes by individual workers, driverless technology can be almost seamlessly converted into an engine of massive job loss. [10][11]
So what is at stake with a Universal Basic Income is that capitalists are recognizing the potential to automate through “Industry 4.0” and want to pursue it. But they also recognize the enormous social dislocations automation on this scale would unleash. And, as Graham says, they would like to not be hunted in the streets and eaten.
The left, as ever, is divided into thousands of competing camps on this issue. One Jacobin article distinguishes between a “livable basic income” (LBI) and a “non-livable basic income” (NLBI), arguing that a UBI would need to be established on a level “high enough to eliminate the need to work for a wage.” [12] I’m not convinced by this, and it also seems, in the context of this article, to support the Jacobin’s interest in reviving not so much a basic income but full employment. The Endnotes collective has criticized this approach as the “primary contradiction” of the labor movement, that is, “that the generalization of one form of domination was seen as the key to overcoming all domination.” [13] Or, more pithily, “Everyone is being proletarianized, and so, to achieve communism, we must proletarianize everyone!”
This approach, Endnotes claims, understands the factory “as the foundation of socialism, not as the material embodiment of abstract domination.” Endnotes demurs on providing strategic guidelines, however, and that vacuum ends up being filled by thinkers like Nick Snick and Alex Williams, authors of Inventing the Future: Postcapitalism and a World Without Work and the #Accelerate manifesto. The latter argues for unleashing “latent productive forces” in technology that a capitalism economic system holds in check. [14] The manifesto suggests that technology has no politics, basically, and the authors want to explore its expansion as a way of creating an alternative to capitalism. I’m not entirely convinced, however, that this technological accelerationism won’t ultimately result in a Matrix-style scenario in which the working class basically functions as batteries fueling a “clean” or environmental future for a few capitalists.
Anyway, I hope this provides some basis for future discussion on another important aspect of contemporary transformations in capitalism, alongside our discussion of the emerging “green” economy.

Republicans Can Slow but Not Stop Electric Vehicles, Experts Say. (New York Times)

To a large extent, the electric vehicle market in the United States runs on Democratic policies. There are federal tax credits for car buyers. Subsidies for battery manufacturing. Cheap loans to build electric car factories. Grants for chargers. Regulations that push automakers to sell more vehicles with no tailpipe emissions.
All of that support — amounting to hundreds of billions of dollars — could go away soon after the inauguration of President-elect Donald J. Trump, despite his close association with Elon Musk, chief executive of the electric car maker Tesla.
Mr. Trump and Republicans in Congress say they plan to eliminate most of the federal aid for electric cars and trucks and reverse emissions rules, raising doubts about the future of such vehicles and the billions of dollars that automakers have invested to design and build them.
Still, many auto experts say market forces and technological progress will ultimately drive a long-term transition to electric vehicles regardless of how far Republicans go in undoing President Biden’s climate agenda.
Prices of batteries, the most expensive part of an electric vehicle, are falling fast. Already, many electric cars cost no more to own than comparable gasoline models when savings on fuel and maintenance are taken into account.
Technology is improving rapidly. Batteries are becoming lighter and smaller while allowing faster charging and longer travel distances. And more than 12,000 high-voltage public chargers were added in the United States in 2024, a 33 percent increase from the year prior, according to Rho Motion, a research firm.
Automakers have a strong financial interest in promoting electric vehicles no matter who is in the White House. They need to earn a return on the investments they have made in production facilities. And failing to keep up with the technology could make them vulnerable to emerging Chinese competitors that are all-in on electric vehicles.
“No matter what policy changes are brought forward by the new administration we will abide by them and will adjust accordingly,” Randy Parker, chief executive of Hyundai Motor America, told reporters during a conference call last week.
“Make no mistake about it,” he added, “we’re committed to electrification.”

Despite a recent slowdown in US sales, global forecasts for electric vehicles remain bullish. Countries across North America, Europe, and Asia are expanding charger networks and offering EV subsidies; global EV sales are projected to nearly triple by 2030, reaching 40 million vehicles annually. The incipient wave of EV purchases raises a question: What will happen to the millions of gas-powered cars whose owners no longer want them? The likely answer: Rather than scrapping used gas vehicles or selling them domestically, rich nations will dispatch them to developing countries where limited incomes and low levels of car ownership have created eager buyers for even older, substandard models.
An influx of used gas cars would be a welcome development for those in the Global South who aspire to automobile ownership, a luxury that many in affluent countries take for granted. But it would undermine efforts to mitigate climate change, since shifting gas guzzlers from one country to another doesn’t lower global emissions. For developing countries themselves, a sharp increase in car ownership could amplify calls to build auto-reliant infrastructure, making it harder to construct the dense neighborhoods and transit networks that can foster more sustainable growth. And since these imported used cars would be fueled by gasoline, air quality would further decline in cities that are already choked with smog. The world is in an era of polycrisis, facing concurrent challenges including climate change, toxic air, and extreme inequality. Difficult trade-offs are often inevitable. Such is the case with the thorny issue of what to do with the millions of gas cars that the rich world will discard as its fleets are electrified. Electrification is a necessary goal. And it’s natural for people in the developing world to desire the same luxuries that characterize middle-class comfort in wealthier countries. The question is how to manage a transition with enormous stakes that has largely been ignored. The experts who do pay attention are growing alarmed.

How used cars move from rich nations to poor ones
Although it generates few headlines, a massive industry transports used cars across borders every day, with exporters collecting lower-quality models from dealers and wholesale auctions. Ayetor noted that colonial legacies are reflected in the trade flows: the UK, with its car cabins designed for drivers who keep to the left, tends to ship to former colonies like Kenya and Tanzania that still follow the same rules.
According to a report issued in June by the United Nations Environment Programme (UNEP), some 3.1 million used cars were exported in 2022, up from 2.4 million in 2015. Most come from Japan, Europe, and the United States. (In the US, around 7 percent of all cars no longer in use are sent abroad. The rest end up in junkyards where their parts and materiel are sold off.) About one in three exported used vehicles is destined for Africa, followed by Eastern Europe, Asia, the Middle East, and Latin America. Imported models often dominate local auto sales, since international carmakers send few new vehicles to the Global South and rarely establish production facilities there. (In sub-Saharan Africa, only South Africa has local factories.) The developing world’s demand for cars is robust, in large part because comparatively few people own one. According to one 2020 estimate, the US had 860 cars for every 1,000 residents, while South Africa had 176, Morocco 112, and Nigeria just 56. Meanwhile, growing populations provide a steady supply of new potential customers. Africa is home to all of the world’s 20 fastest-growing countries, with Angola, Democratic Republic of the Congo, Niger, and Uganda expanding their populations by at least 3 percent per year. The world needs a plan to adapt
The risks of aged, polluting cars sent abroad will not be borne by the Global South alone. Climate change is a planetary phenomenon; driving a gas guzzler produces the same amount of emissions in Lusaka as it would in London or Los Angeles. Reducing greenhouse gasses requires reducing total vehicle emissions, not just shifting their location. In an ideal world, electrification would enable the rich world to scrap its most decrepit gas cars. Instead, wealthy nations are likely to ship them to poorer countries, which will be left to figure out what to do when even the most MacGyver-like mechanics cannot keep them running. “All of your worst vehicles end up here,” Ayetor said. “When we want to get rid of the vehicle, what do we do?” No wealthy nations currently screen exported vehicles to weed out those that flunk basic quality tests, Kopf said. But that may soon change. The European Union is now considering new regulations that would prohibit exporting “end of life” vehicles, requiring that cars shipped abroad obtain a certificate confirming their roadworthiness. Its adoption would be a “game-changer,” according to UNEP’s Akumu. (She and Kopf said they know of no comparable proposals under consideration in North America.)
With the increase of electric vehicles in the developed countries, used gas-fueled cars are headed to a developing country (aka the Global South) at increasing rates.

P.S. If we think a little bit and remember the history of the car market somewhere until 2017, then the complaining of American politicians and legacy car design experts now looks very funny. You were already warned back then in 2017. The fairy tales concocted by the big oil companies and your auto industry that it is impossible to profitably mass-produce electric cars are complete nonsense. Your car companies were given time but you chose to DO NOTHING. Now Ford, GM and Stellantis will get a well earned kick in the rear…From this trio, it is likely that only a few Stellantis European brands that are already doing something in the EV field will survive...A 100% tariff will not save the global position of the American auto industry because YOU DO NOT HAVE A COMPETITIVE PRODUCT

BERLIN, April 15 (Reuters) - Tesla (TSLA.O), opens new tab is laying off more than 10% of its global workforce, an internal memo seen by Reuters on Monday shows, as it grapples with falling sales and an intensifying price war for electric vehicles (EVs).
"About every five years, we need to reorganize and streamline the company for the next phase of growth," CEO Elon Musk commented in a post on X. Two senior leaders, battery development chief Drew Baglino and vice president for public policy Rohan Patel, also announced their departures, drawing posts of thanks from Musk although some investors were concerned.
Musk last announced a round of job cuts in 2022, after telling executives he had a "super bad feeling" about the economy. Still, Tesla headcount has risen from around 100,000 in late 2021 to over 140,000 in late 2023, according to filings with U.S. regulators.
Baglino was a Tesla veteran and one of four members, along with Musk, of the leadership team listed on the company's investor relations website.
Scott Acheychek, CEO of Rex Shares - which manages ETFs with high exposure to Tesla stock - described the headcount reductions as strategic, but Michael Ashley Schulman, chief investment officer at Running Point Capital Advisors, deemed the departures of the senior executives as "the larger negative signal today" that Tesla's growth was in trouble.
Less than a year ago, Tesla's chief financial officer, Zach Kirkhorn, left the company, fueling concerns about succession planning.
Tesla shares closed 5.6% lower at $161.48 on Monday. Shares of EV makers Rivian Automotive (RIVN.O), opens new tab, Lucid Group (LCID.O), opens new tab and VinFast Auto also dropped between 2.4% and 9.4%.
"As we prepare the company for our next phase of growth, it is extremely important to look at every aspect of the company for cost reductions and increasing productivity," Musk said in the memo sent to all staff.
"As part of this effort, we have done a thorough review of the organization and made the difficult decision to reduce our headcount by more than 10% globally," it said.
Reuters saw an email sent to at least three U.S. employees notifying them their dismissal was effective immediately.
Tesla did not immediately respond to a request for comment.
MASS MARKET
The layoffs follow an exclusive Reuters report on April 5 that Tesla had cancelled a long-promised inexpensive car, expected to cost $25,000, that investors have been counting on to drive mass-market growth. Musk had said the car, known as the Model 2, would start production in late 2025.
Shortly after the story published, Musk posted "Reuters is lying" on his social media site X, without detailing any inaccuracies. He has not commented on the car since, leaving investors and analysts to speculate on its future.
Tech publication Electrek, which first reported, opens new tab the latest job cuts, said on Monday that the inexpensive car project had been defunded and that many people working on it had been laid off.
Reuters also reported on April 5 that Tesla would shift its focus to self-driving robotaxis built on the same small-car platform. Musk posted on X that evening: "Tesla Robotaxi unveil on 8/8," with no further details.
Tesla could be years away from releasing a fully autonomous vehicle with regulatory approval, according to experts in self-driving cars and regulation.
Tesla shares have fallen about 33% so far this year, underperforming legacy automakers such as Toyota Motor (7203.T), opens new tab and General Motors (GM.N), opens new tab, whose shares have rallied 45% and about 20% respectively.
Energy major BP (BP.L), opens new tab has also cut more than a tenth of the workforce in its EV charging business after a bet on rapid growth in commercial EV fleets did not pay off, Reuters reported on Monday, underscoring the broader impact of slowing EV demand.
WORKS COUNCIL
A newly elected works council of labour representatives at Tesla's German plant was not informed or consulted ahead of the announcement to staff, said Dirk Schulze, head of the IG Metall union in the region.
"It is the legal obligation of management not only to inform the works council but to consult with it on how jobs can be secured," Schulze said.
Analysts from Gartner and Hargreaves Lansdown said the cuts were a sign of cost pressures as the carmaker invests in new models and artificial intelligence.
Tesla reported this month that its global vehicle deliveries in the first quarter fell for the first time in nearly four years, as price cuts failed to stir demand.
The EV maker has been slow to refresh its aging models as high interest rates have sapped consumer appetite for big-ticket items, while rivals in China, the world's largest auto market, are rolling out cheaper models.

Tesla is gearing up to start sales in India, the world's third-largest auto market, this year, producing cars in Germany for export to India and scouting locations for showrooms and service hubs in major cities.
Tesla recorded a gross profit margin of 17.6% in the fourth quarter, the lowest in more than four years.

The Biden administration on Friday tightened vehicle fuel mileage standards, part of its strategy to transform the American auto market into one that is dominated by electric vehicles that do not emit the pollution that is heating the planet.
The new mileage standards announced by the Transportation Department are among several regulations the administration is using to prod carmakers to produce more electric vehicles. In April, the Environmental Protection Agency issued strict new limits on tailpipe pollution that are designed to ensure that the majority of new passenger cars and light trucks sold in the United States are all-electric or hybrids by 2032, up from 7.6 percent last year.
In addition to the regulations, the 2022 Inflation Reduction Act, championed by Mr. Biden, provides tax credits for buyers of new and used electric vehicles, along with incentives for charging stations and grants and loans for manufacturers.
The push for more E.V.s comes as the world’s leading climate experts say that retiring the internal combustion engine is critical to staving off the most deadly effects of global warming.
But Mr. Biden’s efforts have become a meaty target for former President Donald J. Trump and other Republicans who frame them as the federal government taking away consumer choice. The oil and gas industry is spending millions on advertising that falsely calls Mr. Biden’s policies a ban on conventional cars.
The new standards require American automakers to increase fuel economy so that, across their product lines, their passenger cars would average 65 miles per gallon by 2031, up from 48.7 miles today. The average mileage for light trucks, including pickup trucks and sport utility vehicles, would have to reach 45 miles per gallon, up from 35.1 miles per gallon.
The standards will also require heavy-duty pickup trucks, such as the Chevrolet Silverado 2500 HD, and large vans, such as Amazon delivery vans, to reach 35 miles per gallon by 2035, up from 18.8 miles per gallon today.
The E.P.A.’s emissions rule and the Transportation Department’s mileage standard were designed to achieve similar results through different means. The E.P.A. rule lowers the amount of carbon dioxide that can be emitted from a vehicle’s tailpipe. The Transportation Department rule lowers the amount of gasoline, the fuel that produces the carbon dioxide pollution, that a vehicle can burn in order to move.

China allegedly wants to buy Volkswagen’s unwanted German plants
Chinese officials and automakers are examining German factories slated for closure, including those owned by Volkswagen, Reuters reports.
An insider familiar with the matter said buying the plants would allow China to reinforce its clout in Germany’s auto industry. Chinese companies have been investing in the industry in Europe’s first economy and now plan to establish car production there.
Any purchase of a major German plant could be a politically sensitive investment for China, especially against the backdrop of the global economic downturn caused by a troubled green transition and the Volkswagen crisis.
Producing cars in Germany for sale in Europe would allow Chinese EV manufacturers to avoid paying EU tariffs on electric vehicles imported from China. This could also pose an additional threat of competition with more expensive European manufacturers, as cheaper Chinese alternatives could squeeze out European companies.
However, such a move depends on the new German government’s stance towards China after the elections in February, according to experts. The current coalition is keen to reduce dependence on China, with Foreign Minister Annalena Baerbock labelling President Xi Jinping a “dictator.”
Volkswagen is exploring options for its Dresden and Osnabrueck plants as part of a cost-cutting campaign. Europe’s biggest carmaker, which owns such brands as Porsche, Audi and Škoda, has witnessed a drop in sales amid growing competition from Chinese companies.
Meanwhile, Chinese businesses voiced concern over how they would be welcomed by German trade unions, which hold considerable power on the advisory boards of German companies. The unions are demanding job security measures for German workers.
Many Chinese carmakers are seeking plant sites in Europe, the world’s second-largest market for EVs, to circumvent tariffs imposed by the European Commission last year. Chinese foreign ministry spokesperson said:
China has introduced a series of opening-up measures to create new business opportunities for foreign companies … It is hoped that the German side will also uphold an open mind, (and) provide a fair, just and non-discriminatory business environment for Chinese firms to invest.
